Only three days after the publication of the Silk Commission’s second report, join Chair of the UK Government’s Commission on Devolution in Wales, Paul Silk, and prominent members of the Commission in an exclusive discussion on the impact, and the legacy of the report.


Giving his own insight, and answering burning questions Paul Silk explains the recommendations of the cross-party group. Along with Commission member, Eurfyl ap Gwilym, Silk will explain the dynamics of the Commission process and enable attendees to develop an in-depth understanding of the issues that will dominate the constitutional debate in Wales over the next five years.


As well as exploring the conclusions of the second part of the Silk Commission just days after its publication, the Masterclass will provide some perspective on Part One of the enquiry, the devolution of tax and borrowing powers to Wales. The Chair of the highly respected Holtham Commission on funding and finance, IWA Fellow Gerald Holtham, will unpack the issues and explain how the the draft Wales Bill will work in practice.


The Masterclass will conclude with a roundtable discussion of the political reaction to the Silk report, and the likely next steps. Participants will consider how the debate around Scottish independence will impact on how the recommendations of the Silk process will play out.
