First Minister Rhodri Morgan and Permanent Secretary Sir Jon Shortridge are committed to a transformation of the public service in Wales. On the agenda is greater collaboration and interchange between the civil service in Cathays Park, local authorities, NHS Wales, the Assembly sponsored public bodies, higher education, and other areas of public administration. This study unpacks these issues and makes the case for establishing a Welsh Public Service College.
