The IWA’s Senedd Papers series is a platform for leading experts and practitioners to put forward practical ideas for Welsh policymakers to consider.  




Each paper will be launched by a panel discussion in the Senedd, sponsored by the Presiding Officer of the National Assembly, Dame Rosemary Butler.


In the second of the Senedd Papers series respected economist Gerald Holtham, former chair of the Holtham Commission, looks at the devolution of some tax powers to Wales and suggests an alternative method of collecting Council Tax.




Joining Gerald Holtham on the panel will be Welsh Conservative Policy Director, Suzy Davies AM and the Liberal Democrat spokesperson for Local Government, Peter Black AM. Adding to the lineup will be Jon Rae, Director of Resources for the Welsh Local Government Association.
